The Swiss Conference of Cantonal
Public Education Directors and the cantonal directors of public economy
who are responsible for the vocational training, base themselves on the
Article 3 on the school coordination agreement of October 29th
1975, counting and including
-
the recommendations concerning
the encouragement of student exchange and teachers between the Swiss regions
of October 24th 1985;
-
the recommendations and decisions
concerning the introduction, the reform and the coordination of the teaching
of the second national language for all children during obligatory schooling
of October 30th 1975, as well as meeting at the junction of
obligatory schooling and prior to being obligatory on October 30th
1986;
-
the relative recommendations
to the schooling of children with a foreign language on October 24th
1991;
-
the recommendations on the European
dimensions of education on February 18th 1993;
-
the declaration titled "Racism
at school" dated June 6th 1991, with the intention to encourage,
on the national and international scheme, the exchange between the language
regions of our country and with the foreigner by virtue of national and
European political considerations, and anxious to contribute in this way
to the improvement of comprehension and mutual respect, put forward the
following recommendations :
It is recommended to the cantonal
authorities concerned:
-
to consider the exchange between
other language regions and with the foreigner just like an element of teaching
in obligatory and pre-obligatory schooling, professional formation of apprentices
and also in the formation of teachers in these types of schools and on
these levels, as well as practicing their profession;

to take measures that these youths, can during their school life
formation, and professional formation,
participate in all forms of exchange or have contacts of all sorts of nature
with other language regions of our country or other countries;
-
in this way, to support the
exchange projects in all forms by the creation of administrative structural
and judicial help, and to foresee the financial means necessary for the
realization of these exchange projects and to regulate the questions of
the financial responsibility;
-
to inform the school authorities,
the school principals, the teaching staff concerned, as well as all the
others who are interested in these possibilities, the framework of conditions
and the procedures linked to materializing exchange projects;
-
to encourage not only the language teachers, but also the teaching staff and others to participate in the
exchange projects via the indirect self disciplined activities linked to
a project and centered on a theme;
-
to collaborate, in regard to
the national and international exchange scheme in the education and formation
domain, with the center of coordination of youth exchange of the ch
Foundation in Solothurn and also in regard to the exchange of teachers,
with the Swiss Center of In-Service Training for the teachers of upper
secondary school teaching (CPS) in Lucerne;
-
to allocate the cantonal responsibilities
that are instructed to bring about the recommendations;
-
to exchange the experiences
which have been effected in the frame of activities of youth exchange in
the heart of the cantons, regional conferences on a Swiss level, and to
proceed to analyze their results.
